In the layout viewports, you scale the model space views relative to paper space. Press CTRL while dragging viewport boundaries to display the green splitter bar and create new viewports. Check the UCS icon or move the crosshairs. Select the boundary of the viewport whose arrangement you want to protect. The viewports will shift according to the order in which the viewports were created. When you use the MVIEW command to create a new layout viewport, you specify the view that you want to display in it with one of several methods: Click the diagonal corners of a rectangular area, and the extents of model space are displayed automatically.
Method 1 Switch to the layout that contains the viewport border that you do not want plotted. On the Object Properties toolbar, click the Layers toolbar button. In the Layers dialog box, click New. Name the new layer. Click the Freeze Layer icon for the new layer. Click OK to close the dialog box. You can make changes to the viewport, the clipping boundary, or both.
Objects in the drawing can be selected to be centered in the drawing border and rescaled depending on the selected or calculated scale factor. If there is at least one drawing border available in the drawing area, you can choose whether to insert an additional drawing border or change the existing drawing border or title block.
Click Annotate tab Sheet panel Title Border. Paper Format: Specify the paper format. I'm a Solidwork guy but have had many years of Autocad from wayyy back. You'll notice that within layout TS the border layer entities are not shown.

It is just really small in the layout. You must have copied the drawing from model space and pasted in the layout. Thank you all. I was going crazy. I figured if I did a zoom extents this would have expanded to include that area as well.
